In 2016, the European Union issued 103 notifications of non-compliance for Chinese food contact materials exported to Europe through the RASFF (Rapid Notification System for Food and Feed), involving various types of goods such as plastics, stainless steel, ceramic products, bamboo and wood tableware, non stick pans, etc. Among them, 86 batches were refused entry or withdrawn from the market. China has also repeatedly discovered substandard food contact products during import inspections. In 2016, Ningbo Port detected 11 batches of unqualified imported food contact products with a value exceeding 400000 US dollars. A batch of plastic parts of imported juicers from South Korea were found to contain up to 20.2 milligrams/kilogram of carcinogenic and teratogenic ingredient acrylonitrile, far exceeding the national standard limit.
The mandatory new national standard is about to be fully implemented
The new national standard system includes two basic food safety national standards, GB4806.1-2016 "General Safety Requirements for Food Contact Materials and Products" and GB9685-2016 "Standard for the Use of Additives in Food Contact Materials and Products", which are applicable to all products. There are 10 GB4806 series product standards applicable to different materials, GB31603 "General Hygiene Specification for the Production of Food Contact Materials and Products" applicable to production management, and 50 testing method standards including the supporting GB31604 series. Except for a few standards that were implemented in September 2016 and two basic standards that will be implemented in October 2017, all other standards will come into effect from March to April 2017.
From the perspective of hygiene requirements, the new national standard divides food contact products into 10 categories, including pacifiers, enamel products, ceramic products, glass products, plastic resins, plastic products, paper, metal materials, coatings and coatings, rubber materials, etc., and updates the hygiene requirements based on European and American experience. A unified "total migration" index has been established for different plastic products such as polypropylene and polyethylene, and the limit of 60mg/kg is also consistent with the European Union; Rubber products have increased restrictions on substances such as N-nitrosamine, which have been widely reported by the European Union; The new standard for metal materials and products integrates the requirements of hygiene standards for stainless steel and aluminum products, and tightens restrictions on heavy metals such as lead and cadmium.
From the perspective of testing indicators, the new standard requires testing based on actual usage conditions, and has refined the selection of food simulants, testing time, and temperature, so that the testing can scientifically and reasonably reflect the safety of the product in actual use.
