Persistent organic pollutants (POPs) are a class of organic chemicals that persist in the environment, have a long half-life, accumulate through food webs, and cause adverse effects on human health and the environment. In view of the high toxicity, persistence, accumulation and high mobility of POPs, in order to promote the phase-out and reduction of POPs, many countries jointly signed the Stockholm Convention on Persistent Organic Pollutants in 2001.
On June 25, 2019, the European Union published the new Persistent Organic Pollutants (POPs) Regulation (EU) 2019/1021, which will come into force on July 15, 2019, and the original Regulation (EC) No 850/2004 will be repealed. The main changes are as follows: 1. Revise the definitions of "placed on the market", "article", "substance", "mixture", etc., to be consistent with the EU REACH Regulation (EC) No 1907/2006 and the EU Waste Framework Directive 2008/98/EC. 2. The European Chemicals Agency (ECHA) will cooperate with the European Commission and the law enforcement agencies of member states to participate in the management of substance lists and market supervision and other related support work. 3. New decabromodiphenyl ether (decaBDE) control requirements: the decabromodiphenyl ether in the substance shall not exceed 10 mg/kg, and the sum of tetrabromo, pentabromo, hexabromo, heptabromine and decabromodiphenyl ether in mixtures and articles shall not exceed 500 mg/kg, which is not applicable to electrical and electronic products and some specific products within the control scope of EU RoHS Directive 2011/65/EU. 4. New requirements for the control of pentachlorophenol (PCP) and its salts and esters prohibit PCP from producing, putting on the market and using the substance and its mixtures and articles.
