On April 14, 2021, the European Committee for Standardization (CEN) released a revised version of the toy safety standard EN 71-3: EN 71-3:2019+A1:2021 "Toy Safety Part 3: Migration of Specific Elements".
本次修订的标准主要有两点变化
01 The new version of the standard adopts the new migration limit requirements for aluminum element in the revised Directive (EU) 2019/1922 of 2009/48/EC published in the Official Journal of the European Union on November 19, 2019 (effective from May 20, 2021). As follows:
Type I toy material: The migration limit for aluminum has been changed from 5625 mg/kg to 2250 mg/kg;
Class II toy materials: The migration limit for aluminum has been changed from 1406 mg/kg to 560 mg/kg;
Class III toy material: The migration limit for aluminum has been changed from 70000 mg/kg to 28130 mg/kg.
The old hexavalent chromium limit value (0.2mg/kg for Class III toy materials) in the new version 02 has been removed, and only the new limit value is retained. According to the revised directive (EU) 2018/725, the new limit for hexavalent chromium in toy products (0.053mg/kg for Class III toy materials) has been in effect since November 18, 2019.

The new version of the standard is expected to be included in the EU Toy Coordination Standards List soon. According to EU regulations and new standards, the migration limit of aluminum in various toy materials has been tightened several times, indicating that the EU's supervision of toy products will continue to strengthen. In this regard, toy related enterprises should promptly test their products according to the new requirements to ensure that the products are exported in compliance.
