On May 24, 2017, the official website of the State Food and Drug Administration issued a notice (Notice of the General Administration on the Unqualified 5 Batches of Sunscreen Cosmetics (No. 80 of 2017)) stating that after the inspection of the Liaoning Provincial Institute for Drug Inspection and Testing, the Heilongjiang Provincial Food and Drug Inspection and Testing Institute and the Jilin Provincial Food Inspection Institute, the 5 batches of sunscreen cosmetics labeled as agents (productions) of 5 enterprises including Tony Charm Cosmetics (Shenzhen) Co., Ltd. and Guangzhou Aoxia Industrial Co., Ltd. were unqualified.
According to the notice, the labeling agent (production) enterprises involved and the unqualified products are: Tony Charm Cosmetics (Shenzhen) Co., Ltd. agent Tony Charm delicate and refreshing sunscreen (importing country Korea); Hera water-penetrating skin-friendly sunscreen agent of Guangzhou Aosia Industrial Co., Ltd. (importing country Australia); Shenzhen Luxinyan Daily Cosmetics Co., Ltd. produced Pak's light and transparent barrier sunscreen (natural color); Meijianli sunscreen produced by Huangqi Jiachun Bioengineering Co., Ltd., Nanhai District, Foshan City; Tianjin Shengshi Yongye Technology Development Co., Ltd. produces October Angel Yingrun Clear Sunscreen.
The notice pointed out that the agency (manufacturer) of the above-mentioned products violated the provisions of relevant laws and regulations such as the Regulations on the Hygiene Supervision of Cosmetics and the Regulations on the Administration of Cosmetics Labeling. Tianjin Municipality and Guangdong Provincial Food and Drug Administration are conducting inspections of relevant enterprises. The State Food and Drug Administration requires all cosmetics business enterprises to stop selling the above products; After verification, the relevant provincial (municipal) food and drug administration shall urge the relevant agent (production) enterprises to take measures such as recall of relevant products that have been marketed and sold in a timely manner, file a case for investigation, deal with it seriously in accordance with the law, and disclose relevant information in a timely manner; For products that only do not meet the requirements, the relevant agent (production) enterprise shall be ordered to continue to be marketed after correcting within a time limit; For suspected counterfeit products, it is necessary to thoroughly investigate the purchase channels of relevant business enterprises, severely crack down on the production and sale of counterfeit and shoddy cosmetics, and transfer those suspected of committing crimes to the public security organs in accordance with the law. The relevant provincial (municipal) food and drug administration shall report the investigation and punishment to the State Food and Drug Administration before June 16, 2017.
