The on-site investigation of environmental protection acceptance monitoring after the completion of construction projects is one of the very important contents of acceptance monitoring. On site investigation includes data collection, understanding of the project overview, and on-site inspection. It mainly involves the investigation and inspection of the environmental protection facilities and measures of the main project and its supporting construction. It is a key procedure for checking whether the construction project can carry out acceptance monitoring, determining the scope of acceptance monitoring, and formulating acceptance monitoring plans. It is also an integral part of environmental protection management inspection in acceptance monitoring. On site investigation is mainly completed through data verification, listening to introductions from enterprise personnel, and on-site inspections. In special circumstances, local environmental protection bureaus and residents near the project location can be consulted to understand the situation.
After receiving the commission letter (or signing the testing contract) from the enterprise for monitoring, the testing agency should promptly issue tasks and determine the person in charge of project acceptance. The person in charge of project acceptance should contact the construction unit as soon as possible and ask the construction unit to prepare materials related to acceptance monitoring. According to the relevant regulations on environmental protection acceptance of completed national construction projects, the testing agency responsible for acceptance should collect all relevant information in a targeted manner and ask the construction unit to prepare it fully before on-site investigation. The collected information mainly includes:

2、Project Overview
1. Project approval status
Check the completeness of the project proposal, approval documents, and procedures to determine whether the project has been approved in accordance with relevant national regulations.
2. Environmental Impact Assessment of the Project
The environmental impact assessment system is an important management system for environmental management of construction projects in China. In the investigation of engineering overview, it is necessary to check the "environmental impact assessment" situation. The main contents to be understood are:
(1) Has the project involved in acceptance monitoring undergone an environmental impact assessment in accordance with the requirements of the national environmental impact assessment system before construction. For projects that have not undergone an environmental impact assessment, they should be reported to the competent environmental protection bureau in a timely manner and the acceptance should be stopped. At this stage, it is possible to understand the environmental impact assessment unit and the time of conducting the environmental impact assessment, the approval department for the environmental impact assessment, the approval time and number, the main conclusions of the environmental impact assessment, and the key requirements and precautions in the environmental impact assessment approval. At the same time, the preliminary design of the project (environmental protection section) can also be used to understand the environmental protection facilities involved in the pollution prevention and control of wastewater, exhaust gas, noise, solid waste, etc., as well as the technical principles, processes, and related indicators adopted, and whether the relevant requirements proposed in the "environmental impact assessment" and its approval have been implemented.
(2) Whether the environmental impact assessment report (form) of the project has been approved by the corresponding level of environmental protection bureau according to the grading management principle of the national construction project environmental impact assessment system, or has been approved by the next level of environmental protection bureau commissioned by the corresponding level of environmental protection bureau, so as to determine the scope of authority of the project.
3. Construction status of the project
Listen to the introduction of relevant personnel from the factory, understand the completion status of the construction of production facilities and production auxiliary facilities, as well as the implementation of environmental protection facilities and measures. The main ones are:
(1) The actual construction scale of the project, the time of groundbreaking and construction, the time of completion and trial operation of the project, whether the trial production has been approved by the environmental protection department (approval document), the land area (green area, green rate, etc.), the number of employees, the total investment of the project (including environmental protection investment and its share in the total investment), at this stage, the scope of acceptance monitoring can be defined and whether it exceeds the acceptance period can be clarified.
(2) Production process
Detailed understanding of the raw and auxiliary materials used in production, as well as the main and by-products of production and their components. Because the components or themselves of the raw materials and auxiliary materials used in the production process, as well as the components or themselves of some of the main products and by-products generated, can become pollutants in various forms, this helps to ensure that there are no missing or omitted items when determining monitoring factors.
Detailed understanding of the process flow and the pollution generation situation of each link in the entire process, including the types and amounts of pollution, treatment, disposal, and emissions (including production facilities and production auxiliary facilities). The content includes: wastewater and pollution factors. Such as process wastewater (including ground flushing water), clean drainage, and domestic sewage in production. Clean drainage generally includes air conditioning hot water and chilled water, power equipment cooling water, circulating cooling water drainage, etc. For domestic sewage, in addition to understanding the source of wastewater, pollution factors, treatment methods, treatment facilities, and discharge methods, it is also necessary to understand whether "clean wastewater separation and rainwater wastewater separation" have been achieved. At the same time, it is necessary to understand the situation of wastewater recycling and reuse. To understand the sources of various types of exhaust gases and their pollution factors, treatment methods, treatment facilities, emission methods, as well as the height of exhaust pipes.
Noise. Industrial noise mainly comes from mechanical noise and aerodynamic noise generated by various equipment during the production process. To understand the sources and intensity of equipment noise, measures for sound insulation and noise reduction should be taken.
Solid and liquid waste generally include toxic and hazardous solid and liquid waste, radioactive waste, general industrial solid and liquid waste, household waste, etc., such as waste catalysts containing heavy metals in petrochemical plants, waste radioactive sources, and ash residue from power plants. It is necessary to understand their sources of production, treatment, and disposal methods. If entrusting an external unit to handle or dispose of it, it is necessary to check whether it has been approved by the environmental protection department and whether the entrusted unit has the qualifications. For self stacking, check whether dust reduction, anti shower, and anti-seepage measures have been taken.
Electromagnetic radiation and vibration. Understand whether there is electromagnetic radiation and vibration, and if so, determine their source strength. To understand which type of new, expanded, or renovated project the project belongs to, in addition to removing existing production facilities, production auxiliary facilities, environmental protection facilities, and measures, it is also necessary to determine whether the original production facilities or environmental protection facilities have been demolished, renovated, or renovated in accordance with the requirements of the Environmental Impact Assessment (EIA) approval. Understand other issues involved in engineering construction. When some projects involve issues such as relocation, regional reduction, and total control, they may involve residents, units, and facilities in the surrounding areas. In such cases, it is necessary to expand the scope of investigation according to the requirements of the Environmental Impact Assessment (EIA) approval, and conduct on-site inspections if necessary to ensure implementation. (Understand the situation of engineering changes. When reading materials and listening to reports, special attention should be paid to the changes in the construction content of the construction project, mainly including the construction site, adopted process flow, products and production scale, environmental protection facilities and measures after the changes.).
According to relevant national regulations, changes to the main construction site, content, and corresponding environmental protection facilities of a construction project should not only be approved by the project management department, but also submitted to the original project's environmental protection bureau for approval, which should be confirmed in the form of an approval document. Therefore, in this process, it is necessary to check whether there is an approval document for the project change. If it is found that there is no approval document, the situation should be reported to the corresponding environmental protection bureau in a timely manner.
4. Trial production situation
Since the trial production of the project, the operation status of production facilities and environmental protection facilities; The monitoring of pollutant emissions and environmental protection facilities by the enterprise itself; Has there been any disturbance to residents or major pollution accidents during the trial production period; For production facilities and environmental protection facilities that cannot operate normally during the trial production stage, it is recommended that enterprises apply to the Environmental Protection Bureau for an extension of the trial production time.
On site inspection can not only verify the collected data and understanding of the situation, but also set up monitoring points and determine the monitoring content on site. It is an important part of on-site investigation and the basis for writing monitoring plans.
1. On site inspection of the process flow
On site listening to the factory's technical personnel explain the production process of the accepted project, understanding each step from raw materials to products. You can check the computer control system and production records in the main control room to understand whether the production load meets the design requirements, and whether the process, production scale, and products match the approved process, production scale, and products of the project.
2. On site inspection of the links, treatment measures, and emission methods of pollutants generated in the process flow
Focus on the pollution generation process in each step, including the type of pollution, pollution factors, treatment methods, and discharge methods. Specifically, determine which type or types of wastewater, waste gas, solid waste, and noise are generated in each step, what pollution factors are present, the treatment and disposal conditions, and where the pollutants are ultimately discharged. Check the direction of sewage, sewage treatment facilities, and sewage discharge methods one by one, determine the sampling points with strong sewage sources, the intermediate process layout of treatment facilities (referring to the design indicators of sewage treatment facilities), the outlet of sewage treatment facilities, and the layout of sampling points for the main sewage discharge outlet. Check the direction of exhaust gas, exhaust gas treatment facilities, and exhaust gas emissions one by one, determine the size of the inlet and outlet pipelines of the exhaust gas treatment facilities, the position and size of the openings, as well as the testing platform, guardrails, etc., and make requirements. According to the specifications, it is recommended to choose vertical or straight sections for opening holes, and the outlet hole should be opened in front of the fan as much as possible. The diameter of the hole is generally 70 mm, and there should be a sign at the outlet.
Check the treatment and disposal of solid and liquid waste one by one. If there is a storage area in the factory, check whether it has dust, water, and seepage prevention measures, as well as safety measures and signs.
3. Inspection of sewage outlets and external environment
The exhaust outlet is usually located at the outlet of the treatment facility, while the wastewater outlet is usually outside the factory area and requires on-site inspection. Firstly, it is necessary to determine how many discharge outlets there are (currently, most construction projects require only one discharge outlet and one clean sewage discharge outlet), which is the discharge outlet, which is the clean sewage outlet or rainwater outlet, and whether the "separation of clean and rainwater" is achieved; Then check if the wastewater discharge outlet has undergone standardized treatment and where the wastewater is ultimately discharged. The noise monitoring for completion acceptance mainly refers to the monitoring of noise at the factory boundary. It is necessary to fully understand the surrounding environment of the factory boundary, especially whether there are sensitive environmental protection targets (especially those mentioned in the "environmental impact assessment" or "environmental impact assessment" approval), such as residential areas, schools, etc., how far apart these sensitive targets are, and whether there are other sources of noise impact.
For those who are required to measure unorganized emissions in the "environmental impact assessment" or "environmental impact assessment" approval, investigations should also be conducted on the surrounding conditions of the factory boundary; For those required to conduct environmental impact testing in the "environmental impact assessment" or "environmental impact assessment" approval, it is also necessary to conduct on-site inspections according to the "environmental impact assessment" layout to determine the location.
4. Implementation of Environmental Impact Assessment Approval Requirements
In response to the requirements of the "environmental impact assessment" approval, we will examine the implementation of each enterprise one by one, such as the "replacing old with new" project, whether the required demolition projects have been completed, whether the entire factory's drainage network has been renovated, whether the wastewater required to be included in the sewage treatment facilities for treatment is in place, and whether safety protection distances have been established for some chemical enterprises that require safety protection distances.
5. Total monitoring
For the total amount of pollutants given in the environmental impact assessment approval, it should be calculated through actual measurement. Total monitoring is one of the important contents of acceptance monitoring, which requires examining the emissions of existing projects related to total emissions, and measuring treatment efficiency if there are special requirements.
