Notice of building materials product certification and production application

To all provinces, autonomous regions, municipalities directly under the Central Government, and the Xinjiang Production and Construction Corps Market Supervision Bureaus (departments, commissions), housing and urban-rural development departments (committees, bureaus), and competent departments of industry and information technology:

According to the requirements of the "Notice of the General Office of the State Administration for Market Regulation, the General Office of the Ministry of Housing and Urban-Rural Development, and the General Office of the Ministry of Industry and Information Technology on Printing and Distributing the Implementation Plan for the Certification of Green Building Materials Products" (Shi Jian Certification [2019] No. 61, hereinafter referred to as the "Implementation Plan"), the three departments jointly carry out the work of accelerating the certification and production and application of green building materials products, and the relevant matters are hereby notified as follows:

1. Expand the scope of implementation of green building materials product certification

On the basis of the evaluation of green building materials in the early stage, accelerate the certification of green building materials products, and include 51 kinds of products such as building doors, windows and accessories (see Annex 1) into the implementation scope of green building materials product certification, and implement grading certification in accordance with the requirements of the implementation plan. According to the needs of industry development and certification, the three departments will also include other building materials products in the scope of implementation in a timely manner.

2. Green building materials product classification certification and business conversion requirements

The approved certification body shall formulate the corresponding product certification implementation rules in accordance with the General Principles for the Implementation of Green Building Materials Product Classification and Certification (see Annex 2) and file with the CNCA. The certified products shall be in accordance with the "Administrative Measures for the Use of Green Product Labeling" (Announcement No. 20 of 2019 of the State Administration for Market Regulation) and the "Administrative Measures for the Evaluation and Labeling of Green Building Materials" (Jianke [2014] No. 75) to add the "certification activity two" green product label, and mark the grading results.

The existing green building materials evaluation agency shall stop accepting the application for green building materials evaluation of the corresponding products within the scope of certification from the date of obtaining the green building materials product certification qualification. From May 1, 2021, the green building materials evaluation agency will stop carrying out all green building materials evaluation business.

3. Establish a technical committee for green building materials product certification

Set up a technical committee for green building materials product certification to provide decision-making consultation and technical support for green building materials product certification. The list of members of the first technical committee is attached (see Annex 3), and the secretariat is located in the China Building Materials Industry Planning and Research Institute, which is responsible for the daily work of the technical committee.

4. Cultivate green building materials demonstration enterprises and demonstration bases

The competent department of industry and information technology shall establish a directory of green building materials products, and cultivate demonstration enterprises and demonstration bases for the production of green building materials. According to different regional characteristics and market demand, the provincial competent department of industry and information technology shall strengthen the connection with downstream users and organize project reporting. The Ministry of Industry and Information Technology will organize experts to review and publicize the application materials, and the specific application time and requirements will be notified separately.

5. Accelerate the promotion and application of green building materials

The competent department of housing and urban-rural development relies on the comprehensive information management platform for building energy conservation and green buildings to build a database for the acceptance and application of green building materials, and the certified enterprise or certification body submits an application for storage. Provincial-level housing and urban-rural construction departments should play their functions and do a good job in the supervision and management of building materials products. Provincial housing and urban-rural construction departments should be combined with the actual development of green building materials certification promotion and application program, encourage green buildings, prefabricated buildings and other engineering construction projects to give priority to the use of green building materials in the application database of products.

6. Strengthen the supervision and management of green building materials product certification and production application

Market supervision, housing and urban-rural construction, industry and information technology departments at all levels within the scope of their respective functions, strengthen the certification of green building materials products and the supervision of production and application, and find violations of laws and regulations, strictly investigate and deal with them in accordance with the law.
