REACH Annex XVII revises PAH restriction clauses

On 21 July 2021, the European Commission published (EU) 2021/1199 in its Official Journal amending Article 50 of Annex XVII of REACH with regard to the restriction of polycyclic aromatic hydrocarbons (PAHs) by adding requirements for use as artificial turf fillers or for the laying of particulate matter or mulch in a loose form on playgrounds or sports fields. The new provisions will enter into force 20 days after the publication of the Official Journal and will apply to all EU Member States.

Add the following to the second column of Article 50 of Annex XVII to REACH:

9. For use as artificial turf filler or for laying playgrounds or sports fields in loose form, the total content of 8 PAHs in particulate matter or mulch is greater than 20 mg/kg (0.002% by weight) shall not be placed on the market.


10. It shall not be used as artificial turf filler or for laying playgrounds or sports fields in loose form, and the total content of 8 PAHs in particulate matter or mulch is greater than 20 mg/kg (0.002% by weight).


11. Particulate matter or mulch placed on the market, such as as artificial turf filler or filler for sports fields or for laying playgrounds or sports fields in loose form, shall be marked with the special batch number of the lot.


12. Articles 9 to 11 shall come into force on 10 August 2022.


13. Pellets or mulch that have been used as artificial turf filler or sports field filler or loose form for playgrounds or sports fields before 9 August 2022 may be retained in situ and continue to be used for the same purpose.


14. For the purposes of paragraphs 9 to 13:

(a) "Granules" means mixtures of 1 to 4 mm in size and in the form of solid granules, made of recycled, virgin or natural rubber, other vulcanized or polymeric materials;

(b) "Covering" means a mixture of 4-130 mm long and 10-15 mm wide solid covering in the form of flakes made of recycled, virgin or natural rubber, other vulcanized or polymeric material;

(c) "artificial turf filling" means the particles on the artificial turf that are used to enhance the kinematic performance of the artificial turf system;

(d) "For laying a playground or sports field in loose form" means a loose form of granules or coverings used for purposes other than artificial turf filling, for the purpose of play or sport.



Polycyclic aromatic hydrocarbons (PAHs) are a class of aromatic hydrocarbons containing two or more benzene rings, which are restricted for use in Annex XVII of REACH due to their carcinogenicity and reproductive toxicity.

Rubber particles or mulch are often used as filling materials for artificial turf or sports fields, and their main sources are end-of-life tires or recycled rubber materials. PAHs are often found in end-of-life tires or recycled rubber materials. The new requirement for PAHs takes into account the exposure risks of workers who install and maintain sports fields, as well as individual athletes, to protect public health and safety.
