Commissioned Inspection
The inspection results are only responsible for the samples sent, which is a commercial civil act, and the inspection was carried out according to the requirements of the client, without authority; The inspection fee is borne by the principal.
type inspection
A comprehensive assessment of product quality, which involves inspecting all technical requirements specified in the product standards (with additional inspection items if necessary), is called type inspection, also known as routine inspection. The inspection results are responsible for the batch and belong to the whole project inspection. The samples are not sent by the enterprise, but randomly sampled by a dedicated person from the inspection agency from the enterprise's finished product warehouse, and all products in the batch are sealed and waiting for the test results to come out. The client is also a manufacturing enterprise, but the samples are not determined by the enterprise itself; The inspection fee is borne by the principal.
Supervision and Inspection
It is a government action, generally sampled and tested by quality supervision systems at all levels on products sold in the market. The client is the quality supervision bureau responsible for sampling, and the testing results are only responsible for the samples. The testing costs are borne by the government's special financial funds.
Generally, type inspection should be conducted in one of the following situations
a. Trial production and finalization appraisal of new products or products transferred to another factory for production;
b. After formal production, if there are significant changes in structure, materials, or processes, the impact on product performance will be assessed;
c. During the normal production process, a periodic inspection is conducted to assess the stability of product quality, either regularly or after accumulating a certain amount of output;
d. When resuming production after a long-term shutdown of the product;
e. When there is a significant difference between the factory inspection results and the previous type inspection results;
f. When the national quality supervision agency requests type inspection.
It can be seen that type inspection is mainly applicable for product type identification and evaluation of whether the product quality fully meets the standards and design requirements. Many products, such as electromechanical products, require type testing in their product standards. At this point, the conditions and rules for type inspection should be clearly stated. Some products do not require type testing.
The difference between supervisory inspection and commissioned inspection
a. Supervision and inspection is one of the important ways for the government to represent the country in controlling the product quality of production enterprises. Enterprise product quality determination
b. The implementation of periodic supervision and inspection is an administrative directive of the state. Require production enterprises to actively cooperate and unconditionally obey;
c. The entrusted inspection of enterprise products (excluding arbitration inspection, new product identification and other entrusted inspections) is based on the voluntary behavior of the enterprise. The testing institutions and production enterprises cooperate with each other.
d. The supervision and inspection fees are implemented according to the standards approved by the government's finance and price departments, while the commissioned inspection fees are the result of an agreement between the production enterprise and the inspection agency.
e. The supervision and inspection items are formulated by governments and technical institutions at all levels according to the requirements of quality supervision work and standard regulations. The entrusted bolt inspection items are determined voluntarily based on the needs of the production enterprise.
f. The results of supervision and inspection should be made public to the society; The entrusted inspection results are mainly for reference.
g. Supervision and inspection advocate for equal emphasis on supervision and service; Entrusting inspection tends to balance service and efficiency.
