EU revises RoHS Annex III exemption clauses for lead and cadmium

On February 5, 2019, the Official Journal of the European Union issued a total of 10 directives (EU) 2019/169 ~ (EU) 2019/178 to amend the exemption clauses of lead and cadmium in Annex III of the EU RoHS Directive. The Directive will enter into force on the 20th day after the date of publication in the Official Journal of the European Union.

7(c)-II


Lead in dielectric ceramics of capacitors with a rated voltage of 125 V AC or 250 V DC or higher.


Does not apply to applications in 7(c)-I and 7(c)-IV of this Annex.


Expiration Date:


– Categories 1-7 and 10 until 21 July 2021;


– Categories 8 and 9 except in vitro diagnostic medical devices and industrial monitoring equipment until July 21, 2021;


– Class 8 in vitro diagnostic medical devices until July 21, 2023;


– Class 9 industrial monitoring equipment and Class 11 until July 21, 2024.


7(c)-IV


Lead in PZT dielectric ceramic materials used in capacitor components for integrated circuits or discrete semiconductors.


Expiration Date:


– Categories 1-7 and 10 until 21 July 2021;


–Categories 8 and 9 of products other than in vitro diagnostic medical devices and industrial monitoring equipment as of July 21, 2021;


– Class 8 in vitro diagnostic medical devices until July 21, 2023;

Cadmium and cadmium compounds in electrical contacts.


Applicable to Classes 8, 9 and 11, due date:


–Categories 8 and 9 of products other than in vitro diagnostic medical devices and industrial monitoring equipment as of July 21, 2021;


– Class 8 in vitro diagnostic medical devices until July 21, 2023;


– Class 9 industrial monitoring equipment and Class 11 until July 21, 2024.


8(b)-I


Cadmium and cadmium compounds in electrical contacts are used for:


–breakers


– Thermal induction control


– Thermal motor protectors (excluding sealed thermal motor protectors)


– AC switches are rated at:


– 6A and above at 250V AC and above; or


– 12A and above at 125V AC and above;


– DC switch rated at 20A and above, and at 18V and above; and


– Voltage mains frequency ≥ 200 Hz used switches.


Categories 1-7 and 10 until July 21, 2021.

Lead in the solder used to form a reliable connection between the semiconductor chip and the carrier in the flip chip package of an integrated circuit.


Applicable to Classes 8, 9 and 11, due date:


–Categories 8 and 9 of products other than in vitro diagnostic medical devices and industrial monitoring equipment as of July 21, 2021;


– Class 8 in vitro diagnostic medical devices until July 21, 2023;


– Class 9 industrial monitoring equipment and Class 11 until July 21, 2024.


15(a)


Lead in the solder used to form a reliable connection between the semiconductor chip and the carrier in an integrated circuit flip chip package shall be subject to at least one of the following criteria:


– Semiconductor technology nodes of 90nm or above;


– A single chip of 300mm2 and above in any semiconductor technology node;


– Stacked chip package with a chip size of 300mm2 or more, or a silicon interpose board size of 300mm2 or more.


Categories 1-7 and 10 until July 21, 2021.


18(b)


When discharge lamps are used as phosphorescent imitation solar lamps, such as those containing BSP (BaSi2O5 :P b), the lead content of the phosphor catalyst in the discharge lamp is 1% or less by weight.


Expiration Date:


– Categories 1-7 and 10 until 21 July 2021;


–Categories 8 and 9 of products other than in vitro diagnostic medical devices and industrial monitoring equipment as of July 21, 2021;


– Class 8 in vitro diagnostic medical devices until July 21, 2023;


– Class 9 industrial monitoring equipment and Class 11 until July 21, 2024.


18(b)-I


When discharge lamps are used as medical phototherapy devices containing phosphorescence, such as BSP (BaSi2O5 :P b), the lead content of the phosphor catalyst in the discharge lamp is 1% or less by weight.


Applies to Categories 5 and 8, excluding the application in clause 34 of Annex IV, expiring on July 21, 2021.

Lead and cadmium in printing inks used in enamels on glass surfaces, such as borosilicate glass and soda lime glass.


Applicable to Classes 8, 9 and 11, due date:


–Categories 8 and 9 of products other than in vitro diagnostic medical devices and industrial monitoring equipment as of July 21, 2021;


– Class 8 in vitro diagnostic medical devices until July 21, 2023;


– Class 9 industrial monitoring equipment and Class 11 until July 21, 2024.


21(a)


Cadmium is used in colored printed glass to provide filtration and is used as a component for lighting applications mounted on display and control panels for electrical and electronic products.


Applicable to Classes 1-7 and 10 except for the applications in items 21(b) or 39 until July 21, 2021.


21(b)


Cadmium in printing inks used in enamels on glass surfaces, such as borosilicate glass and soda lime glass.


Applicable to Categories 1-7 and 10 except for the applications in items 21(a) or 39 until 21 July 2021.


21(c)


Lead in printing inks for enamels other than borosilicate glass.

– Total engine displacement≥ 15 liters; or


– Total engine displacement< 15 litres, the engine is suitable for applications where the time between signal start and full load is required to be less than 10 seconds; Or regular maintenance in harsh and dirty outdoor environments, such as mining, construction, and agricultural applications.


Applies to Category 11, except for the application in item 6(c) of this Annex, until July 21, 2024.
