On 3 September 2019, the European Chemicals Agency (ECHA) announced a public consultation on four potential Substances of Very High Concern (SVHCs) under the REACH Regulation. The public consultation will close on 18 October 2019, during which all stakeholders will be able to submit comments to ECHA. Substances that pass the review will be included in the SVHC Candidate List as the 22nd batch of substances.
If approved, the SVHC may increase from 201 to 205 items.
serial number | The name of the substance | CAS number | Reason for joining | Common uses |
1 | 2-Benzyl-2-dimethylamino-1-(4-morpholinophenyl)butanone 2-benzyl-2-dimethylamino-4'-morpholinobutyrophenone | 119313-12-1 | Reproductive toxicity (Article 57c) | used as a photoinitiator in polymer production; It is mainly used for high-speed inks, such as flexographic printing, offset printing and UV inkjet |
2 | 2-Methyl-1-(4-methylthiophenyl)-2-morpholino-1-acetone 2-methyl-1-(4-methylthiophenyl)-2-morpholinopropan-1-one | 71868-10-5 | Reproductive toxicity (Article 57c) | It is used as a photoinitiator for the production of polymers, mainly used in high-speed offset printing and flexographic inks, UV inkjet, corrosion resistants, printing plates and solder masks |
3 | Diisohexyl phthalate Diisohexyl phthalate | 71850-09-4 | Reproductive toxicity (Article 57c) | Sealants, plasticizers in polymers, etc |
4 | Perfluorobutane sulfonic acid (PFBS) and its salts Perfluorobutane sulfonic acid (PFBS) and its salts | _ | the same level of concern that may cause serious environmental impacts (Article 57f); Equal level of concern that could cause serious effects on human health (Article 57f) | catalyst in polymer manufacturing and chemical synthesis; Potash is used as a flame retardant in polycarbonate for electrical and electronic equipment; tetraethylamine perfluorobutane sulfonate is used in metal plating; Tetraethylphosphine perfluorobutane sulfonate is used as an antistatic additive for plastics; Its related substances are degraded when used and can be used to prevent stains from leather, textiles and carpets |
If a product placed on the EU market in the category of "articles" contains any SVHC candidate substance at a concentration of > 0.1%, the EU manufacturer or importer shall comply with the obligations of notification and notification under the REACH regulation: provide the relevant information to the consumer within 45 days of receiving the consumer inquiry; When the content is > 0.1% and the total amount of the substance entering the EU is > 1 tonne per year, the EU producer or importer must notify ECHA before the product can be sold on the EU market. If "substances or mixtures" (e.g., coatings, inks, etc.) contain SVHC candidates, manufacturers should provide safety data sheets (SDS) to downstream users.
