On October 12, 2018, the European Commission published Regulation (EU) 2018/1513 on the list of restricted substances for textiles and footwear products classified as carcinogenic, genetically mutated, and toxic to reproduction (CMR) in categories 1A and 1B of the EU REACH Regulation (EC) No 1907/2006 in categories 1A and 1B concerning clothing and related accessories, and products in direct contact with the skin. According to the regulations, these substances will be added to Clause 72 of Annex XVII, and Annex 12 will be added at the same time, which will come into force on 1 November 2020. Here are the main points of the amendments:

The restricted chemical substances apply to the following products intended for consumer use:
clothing or related accessories;
Textiles other than clothing that are in contact with human skin to a similar degree to clothing under normal or reasonably foreseeable conditions of use (excluding "disposable textiles", i.e. textiles designed for single use or for a limited period of time only, and not intended for the same or similar purpose in subsequent use);
Footwear.
With the exception of regular clothing and footwear, the following articles are considered to fall within the scope of item 72 if they contain textiles that come into contact with human skin under normal or reasonably foreseeable conditions of use:
toys containing textiles (plush toys, play mats);
masquerade costumes and costume costumes;
watch straps;
furniture and baby products;
Bags (e.g. handbags, backpacks, briefcases, etc.).
However, these restricted substances do not apply to the following products:
clothing, related accessories and footwear made solely of natural leather, fur or leather, or clothing, related accessories and footwear parts;
non-textile fasteners and non-textile decorative accessories;
second-hand clothing, related accessories, and textiles other than clothing and footwear;
carpets and carpets for indoor use, carpets and textile floor coverings that cover the entire floor;
Personal protective clothing (PPE) within the scope of (EU) 2016/425, related accessories, textiles other than clothing or footwear;
Clothing, related accessories, textiles other than clothing or footwear that are classified as medical devices within the scope of (EU) 2017/745.
