ASTM Releases New Safety Standard for Infant and Toddler Rocking Chairs ASTM F3084-23

On 1 December 2023, the American Society for Testing and Materials (ASTM) approved a revised version of ASTM F3084 and in January 2024, ASTM F3084-23 was published. 


This standard covers performance requirements and test methods for infant and baby rocking chairs, and also establishes requirements for labelling and instructions for use to promote the safe use of rocking chairs by users and caregivers.


This standard amends Definitions 3.1.6, 3.1.7, and 3.1.7.1 to specify the scope of application of rocking chairs in this standard in the definitions, to add a new large weight for users of infant and toddler rocking chairs, and to allow the use of rocking chairs without a restraint system when a child can independently climb in and out of the product. This standard does not apply to rocking chairs for toddlers only without a restraint system, portable infant carriers, and sleep products that rock or have a rocking mode.





The following are the major changes from the old ASTM F3084-22 to the new ASTM F3084-23:

  • revised definition 3.1.6: infant rocker; 3.1.7: infant/toddler rocker; 3.1.7.1: Discussion;

  • Revise the description of clause 6.2.1 Restraint system requirements by adding clause 6.2.1.1 stating that the restraint system can be stored but not removed;

  • Revised description of Stability requirements in clauses 6.3.1 & 6.3.1.1; changed position of force applied from 5 inch to 6 inch in test method clause 7.4.1.6, added Note 2;

  • Add clauses 6.8 & 7.11 on requirements and test methods for battery packs;

  • Clauses 8.7.2, 8.7.3.1 & 8.7.3.2 add warnings“ONLY store the restraints for a child who is able to climb in and out of the product unassisted. [If manufacturer does not recommend a means of storage for the restraint system, this statement may be omitted.]”




Compared to the old version, ASTM F3084-23 has a more flexible treatment of the restraint system for rocking chairs, which can be stored but not removed. This revision is not a mandatory requirement, but rather serves as a recommendation, and if the manufacturer does not recommend how the restraint system should be stored, the new cautionary language added by this revision can be ignored.
