Adjust the mandatory product certification catalog

Announcement on Implementation Methods

[No. 11 of 2018]

In order to deepen the reform of the mandatory product certification system, strengthen the responsibility of market entities, and further reduce institutional transaction costs, in accordance with the "Opinions of the State Council on Strengthening the Construction of Quality Certification System and Promoting Total Quality Management" (Guofa [2018] No. 3), the following reform adjustments are made to the mandatory product certification catalog and implementation methods:

1、 No longer implement mandatory product certification management for some products

From the date of this announcement, mandatory product certification management will no longer be implemented for some products (see Annex 1), and their designated certification bodies shall cancel the mandatory product certification certificates already issued.

The State Administration for Market Regulation has cancelled the designated business scope of mandatory product certification involving relevant certification bodies and laboratories.

2、 Add self declaration and evaluation methods for some products

Starting from October 1, 2018, a self declaration evaluation method will be added to some products (see Annex 2). Relevant enterprises can choose to have their products certified by designated certification bodies using existing methods, or they can use self declaration methods in accordance with the Implementation Rules for Self Declaration of Compulsory Product Certification (see Annex 3) to prove that their products can continue to meet the requirements of compulsory product certification and complete the submission of product compliance information.
