On March 28, 2018, the European Commission submitted a draft notification G/TBT/N/EU/564 to the WTO, proposing to revise the control requirements for phthalates in Article 51 of the REACH Regulation Restriction Part (Appendix XVII). The draft proposes that Annex XVII of EU REACH will restrict the use of four phthalates in plasticized materials, including DIBP, DEHP, DBP, and BBP. Compared to the previous provisions, this mainly adds control requirements for DIBP.
